I got a P1633 OBD code

Question:I got a P1633 (Keep Alive Power Voltage Too Low) OBD code and at the same time, my air conditioning stopped producing cold air on my 2003 Taurus SES. There was a blown fuse in the 22 position (A/C Clutch Relay). Also there is a funny noise like something is running rough in the vicinity of the Alternator/ A/C unit when the car is first started. This noise then dies down as the car sits while running. What''s wrong?
